In a bowl mix together garlic, ginger, and half your scallions.
In a wok, or saucepan, heat grapeseed oil (any neutral oil) for about two minutes. You want it hot but not smoking.
Pour oil over scallion, ginger mixture. It will start to sizzle. Set aside and let sit for a few minutes to cool off and then add in the rest of your scallions. Add in soy sauce, rice wine vinegar, chili flakes, garlic powder, onion powder, ground ginger, sugar, salt, and sesame oil. Set aside and let those flavors come together.
While those sit bring some water to a boil, and cook your noodles according to the package.
Toss noodles in some of your scallion sauce, as much or as little as you want.
